Just replaced mine. It's correct this is how mine looked before and after.
Mine is like that allso
Under the bottom, to keep the bow from bouncing while towing down the road.
Mine is under the bottom
Don't think I have ever seen a setup that has the strap going over the bow roller.

I say which ever way makes the fit snugger against the bow roller and prevents the bow of the boat from bouncing when trailering.
Mine is under the winch drum. I tried it the other way after reading the thread but found the hook levered against the roller rather than pulling the boat to the roller.Attachment 532960
