There have been several threads on this question in the past few months. And unsurprisingly [happens every time this comes up with any boat or engine], there is no one answer. Many with this setup are running high 60s with two anglers and a tournament load. Some are running low 70s.

2019 Z520C, 250 Pro XS 4 Stroke, Ultrex and twin 8' poles. Running a 23 Fury all plugs out.
With motor 3.5" below pad and trim at 6 on smart craft gauge, 73 to 74 by myself, all gear, 1/2 tank gas, live well empty; and 71 to 72 with two people same load out.
With motor at 3" below pad and trim at 5.3 on smart craft gauge, 76 MPH by myself, all gear, 1/2 tank of gas, live well empty. Two people, all gear, 1/2 tank of gas, live well empty, 74 MPH. Two people, all gear, 1/2 tank of gas, live well full with limit, 72 MPH.
