Been having some problems starting engine after a hot soak.ive been trying to diagnosis this engine for quit some time did a tune up and discovered the milk oil on lower plug. The top plug is clean and looks normal

Update I found a pin hole in exhaust plate housing which was allowing water to be sprayed into cyl by way of the exhaust port hope this helps anybody in the future with similar issue
