Clean them good with Starbrite vinyl cleaner. Time in the sun and fresh air should dissipate any residual smell.

Do you know anyone that bow hunts that uses ozonics? If so that is going to be the best way to get it out. You'd have to create a tent of sorts and put the seats in there with the ozone generator. You can do some searching on it and find how guys are using it. I don't use one but it's supposed to be the absolute best way to get scents out of fabrics.
I'm trying to figure out how you even get cigarette smell into boat seats. I mean, they're open air use. Was the PO hotboxing under the boat cover to keep it from the wife or something, lol.

Put them out in the yard. Put gas on them then light. After the fire is out go buy new seats.
To be honest the smell will go away but it is going to take some time. I have tried everything under the sun and the only thing that works is time about a good year or more.

Rented a car for a long trip awhile back, short notice thing, anyway all I could get at that time was a Camry that obviously had been smoked in.... a lot! I was scheduled to leave on a Sunday but picked the care up on a Friday evening. I spent all day Saturday doing my best to detail and remove the smell using most if not all of the products mentioned or offered for sale at Auto Parts stores....seemed to work until it sat in the sun for a few hours, then it all came back.....
Simple Green, original green flavor will get it off the exterior, but foam may have inhaled a lot of smoke.
It took time to get that way, it will take time to resolve, that's just the way it is. If they are exposed to fresh air, they will improve over time, but it may never completely go away. I'm an ex smoker, so I should qualify as an expert witness.
