Like alli says, sawsall or cutting wheel should do it.

Might try the cutting wheel on a Dremel to make a screw driver slot in the top.
If there is enough bolt past the nut - cut a slot on the bottom side with hacksaw if you don't have a dremel.
can also hold the very end of bolt with vice grips and loosen nut with open end wrench until you get enough slack to raise the bolt then get hold of it from top side with vice grips.
have seen times where a flat blade chisel tapped just under the carriage head and then pried down against the bunk board would be enough to get them loose.

I'd cut the boards then use wrenchs.
Or a long socket that 'll go in hole if not a carriage.

Try putting a wedge in between the bunk and the steel, thus putting a bit of pressure might help it to grab...good luck

Carriage bolts should have a square area under the rounded head that you might be able to hold with a wrench or vise-grips. The boards could be easier to cut than the bolt.

And replace them with SS lags and flats. Carriage bolts on bunks are a PIA.

Bet his wife has one!! ........I'm sorry just couldn't resist...

I wouldn't just carpet over the old. Probably wouldn't last long and it holds more water. Bad for the bunks and the boat!

I've managed to remove mine by using a hammer and drive the carriage head into the wood further getting a new bite in the wood. I've had some that I've used Vice Grips to get out too. Depending on the condition of the board, I'd just replace the board with a treated wood. Then i would use a wood drill and counter sink SS Hex bolts with a SS washer. It's the best way to do it I think. BUT, I've also seen guys who use SS Lag bolts too. Just make sure they don't go all the way thru the other side !!

I bought an angle grinder at Northern tools for under $20. Put on a cutting wheel and you can have a little fun.
