Motor has sat for a year or so. Do I need to get a jack plate and raise motor to gain some RPM or try a smaller pitch prop first?

You are 500RPM shy, but I can’t really see that that motor shouldn’t be able to spin that prop on an 18ft hull unless it’s been worked.

It should or shouldn't be able to spin the 23? I have a buddy with the same boat but with a 2.5L 150 Mariner with a 23p prop and he turns about 5400 rpm and only runs about 54mph...
I've considered trying a 21p but I didn't know if I should install a jack plate first

I had a 1997 procraft 180 dual console with a 150hp efi and i had a 23p prop with no jack plate and on the gps i could do 60-62 mph. I was running about 5600 rpm's if i remember correctly.
Went the other day and after fresh gas and new plugs it ran 54 at 5200rpm. Gotta rebuild fuel pump but beyond that I don’t know what to do. Carb clean?
