    Dry cylinders

99merc 200efi. The motor shut off on the water on while on plane. My fuel gauge does not work and if there was gas in the tank it was below the batteries and I could not see. So I seemed it was out of gas. But not before I tried for five minutes to restart it. Now it will not start I have feel pressure I have been tested the injectors I have spark it just seems like the injectors are not turning on. Any ideas or suggestions would be helpful. I am trying to eliminate the ECU but I’m afraid that might be where I’m headed
