It would be hard to do a vanity registration in my opinion...the first two letters are always the state, followed by 4 numbers then 2 letters. With only having 2 letters you can change the options to find something to go with 4 numbers is small.
Yes there seems to be such a uniform approach among all states there must be a federal thing as mentioned by someone else. Unlike car plates which seem to vary from state-to-state.
