2001 175 EFI Throttle Position Sensor OT 263489 warm and cold startups

Does anyone have a link to properly check and adjust a throttle position sensor for a 2001 EFI 175 hp ser# OT 263489. The motor originally started having problems with warm startups and progressively now to cold startups. I have to put in neutral and bump the throttle and it starts fine under both conditions. The plugs are wet and seems to use too much oil. It runs great mid to full throttle. I just took out and cleaned the VST and screen on the fuel regulator. Also would like to check the fuel pressure regulator. Thanks for any info

I checked fuel pressure and got 38 psi at idle and about the same at 2k rpm. I was able to find some info how to check the throttle position indicator and got .21 DC volts with key on and port side temp sensor unplugged. Got 7.52 DC volts full throttle. Appears the TPI is in range
