2004 75hp dropping rpms at WOT

Motor has been running about 5000rpm at WOT. Last two times on the water, it ran at 5000rpm for a minute or two and then dropped 600-800 rpm. It starts to surge a little bit the longer it runs. Motor is a 2004 model 75ELPT serial #0T870748. Is there a way to test the electronics, powerpacks, etc?

sure there is out lined in serv manual, would check fuel system first though
