Boat Won't hit full speed.

I have a 1998 Evinrude Vindicator 200 on my Stratos 201. Took it out for the first time this past weekend, and could only top out at 40 mph. I know it can for sure do 60. It would also die off occasionally when I was trying to idle. This usually depended on how I had my motor tilted. Right away I thought that I might have a spun prop, and I am not ruling that out yet, but wondering what else could be behind these problems. Anyone have any ideas?

if you spin a prop boat speed deceases and engine RPM increase significantly at the same time. First trip out this year... how good is the gas in the tank and the fuel delivery system in? Did you run any fuel stabilizer through the engine before putting it up last fall? How many RPM were you able to turn?
