Jack plate height on 2013 Z9

I just bought a 2013 Z9 with a 250 Pro XS with 68 hrs. I test drove it in the rain and everything seemed good, didn't top it out because of the rain and rough water. I took it out yesterday and could only get 55 mph at 5100 RPM's. It's running a fully vented 25P Fury. My guess is the jack plate is too low. It also has two 12' Talons. Where should the center line of the prop shaft be on a Z9 in comparison to the bottom of the boat? Thanks guys!!
