Did you ever figure out your fuel pressure problem? My 2000 200hp is doing the same thing, it looses pressure immediately after I turn the key off. It idles a little rough and runs top end rpms but bogs down when I try to come out of the hole.

You can check pretty easily if you verify no other leaks (rail, rail o-rings, Pressure Regulator, etc).

If you have a pressure tester, it could be connected to the fuel OUTLET nipple and you could then pressurize the nipple with your TESTER to see if the pump holds pressure (it would jump to the VST vent if the Top-Hat seal leaks).
