My skeeter also has a 6" jack plate. What kind of top speed should i get on this rig? I might have gotten spoiled in my pantera classic. She will run 54 at around 5400 rpm. Would a lower unit issue cause this?

Doubtful.
That's a 65 mph rig, might need to dig a little deeper to find the cause.
