Is this a quality boat? What’s a good price?

good boat and the price depends on how well taking care of and what they have on it. I would not pay more than $10,000 loaded out with new electronics.

It depends on the condition & optional equipment, however, the NADA "base price" for a Cobra 180, motor & trailer is between $7600 (low) & $8600 (average). Like most older boats the transom, decking, & stringers is wood encapsulated in fiberglass, so be sure to inspect it thoroughly. A healthy 150 should push that boat in the low to mid 60's if setup right.

I got a 1999 cobra 190 with a 99 175 mercury EFI with basic electronics for 9500 from a dealer. This was most likely a little high compared to what you could get from a normal person (non-dealer). I looked for a few months and this was by far the cleanest boat I found and I trusted the dealer that the boat would perform well (and it has).
