Tilt motor gets stuck in the full up position

I have 1999 Johnson 225. If I tilt the motor up to the full extent of the ram it will not go down. The pump motor will run but will not allow the piston to retract. Once I use the bypass screw for a short distance, the full range of operation returns. Anything I can check that may be causing this issue?

Yep you are hitting the trim limit switch. Look under the steering arm on the motor. It is a plunger style switch with the cam located on the tilt tube. Once it hits that the only way to lower it is the manual release valve. The cam is adjustable.
