07 250 HPDI Holeshot

Took out my new to me boat for the first time today. Taking off it would lift the bow no problem but as soon as I broke over to get on plane the motor would bog down then rev up and build speed and repeat. It felt like I was accelerating ina stick shift car. The boat was just about on dead E when I got it and I added 12 gallons of fresh gas to the tank. Any ideas on what I should do or where to start.

For starters. New plugs. All filters changed. Fuel line replacement. Squeeze bulb not crushed in. Placement of an in line 10 micron fuel water separator.
