I have a 93 2200 and by my measurements the cap has to come off. Good luck..

The tanks expand in size and harden somewhat over time. Getting the old one out is the difficult part and may require some cutting. The new one will bend and give a bit and can be wrestled in place.

I removed mine (96 int.) Drained tank, slid flat straps under and pulled as I stood tank on end. No need to cut.

My 94 209 tank came out fairly easily after I removed everything in the bilge.
