I was going to install my new jack plate on 99 191 when i found the bolts are pushed into the transom. Somebody before me drilled new holes lower and through the old jack plate. I was wonder if I could put a Aluminum plate across the inside of the transom. the lower holes that were drilled seemed to be solid.
Just out of curiosity, do you see the crack by the bolt hole?
Looks like transom is no good, needs replaced.

Pull the top trim cap off and inspect that area, I think your going to find more issues. No way I'd bolt anything back on until someone looks at it. If the bolts come out with a dark moist dust on them its transom replacement time.
