Short answer is you “can” do it but it doesn’t give you any gains like it will on a Yamaha SHO. Unlike the SHO, there are a multitude of internal differences between a Merc 225 and 250.

I have a 250xs ecu if you want to see if any gains would be had by running one. I will loan it to you if you want.

NO- at least with successful results.

The 200, 225 and 250 each have DIFFERENT BLOCK PORTING. There are also other substantial differences.
