    Spring DNR Meetings

    Saw in the paper this morning there will be more discussion on having the Wisconsin bass season open for 12 months of the year.
    Just catch and release from March to opening day.

    BEA - U - TIFUL....that is what I want! there is no scientific creel to closed game fish seasons in WI!

    Rules for reduced Winnebago walleye bag limit, longer northern musky season on tap at spring hearings

    Do you think the walleye bag limit should be reduced in the Lake Winnebago system? Would you like to allow bass to be targeted by anglers year-round, including catch-and-release opportunities during winter and spring? And how about adding a month to the northern zone musky fishing season?
    These and 44 other proposed fisheries and wildlife rules changes, as well as 39 advisory questions from the Wisconsin Conservation Congress, will be put to the public April 8 at the annual "spring hearings."
    The Natural Resources Board approved the 2019 questions at its Wednesday meeting in Madison.
    Formally called the Department of Natural Resources Spring Hearings and Wisconsin Conservation Congress County Meetings, the events will be held in each of the state's 72 counties.
    And this year the process will offer a significant first – online voting.
    For its previous 85 years, the congress required physical attendance at polling sites for those who wanted to provide input.
    This year some citizens, perhaps many, will choose to do it via computer from home or other remote sites.
    Larry Bonde, WCC chairman, has been among those evaluating ways to increase public input in the process.
    In recent years, statewide attendance at the meetings has ranged from about 5,000 to 7,000, a small fraction of the more than 1 million licensed anglers and about 5.3 million people who reside in the state.
    Record attendance of 29,938 was recorded in 2000, the year of the vote on a mourning dove hunting proposal. Attendance last year was 6,893.
    The proposal to go to remote voting was advanced by the WCC's Online Voting Exploratory Committee.
    The committee was formed in 2017. It was chaired by Marc Schultz, a WCC delegate from Brice Prairie, and included WCC delegates John Rennpferd of South Milwaukee and Paul Reith of Madison, as well as Gary Zimmer of the Natural Resources Board, and DNR employees Ben Beardmore, Kimberly Currie, Chandra Harvey, Scott Loomans, Michael Schmit and Kari Lee-Zimmermann.
    The committee presented a viable option for allowing remote, computer-based voting which will include measures to prevent fraud, Bonde said.
    The congress gave online voting a vote at its May 2018 meeting; Sixty-two county delegations voted in support of the change and just two were against it, Bonde said.
    Details of the WCC online voting process will be available in the coming weeks.
    Elections for WCC county delegates will still require physical attendance at polling sites.
    This year's questionnaire will include a large number (47) of proposed fish and wildlife rule changes due largely to a 2011 change in state law.
    Act 21, passed that year by Gov. Scott Walker and the State Legislature, stretched out and added steps to the administrative rule making process, resulting in proposed rules changes mostly in odd-numbered years.
    Last year, the DNR asked only advisory questions.
    Among the items likely to generate the most interest this year is a DNR proposal to reduce the daily walleye bag limit from five fish to three on the Lake Winnebago system, including the Upriver Lakes of Poygan, Winneconne and Butte des Morts and the Wolf River.
    For many years, the walleye season on the system has been open year-round and with a daily bag limit of five fish.
    Although the system has continued to maintain a strong self-sustaining walleye population, recent results from a reward tag study have indicated that there are years where the exploitation rate, particularly of immature and adult females, is very high, according to the DNR.
    Walleye exploitation has been tracked annually on the Winnebago System since 1993 and relies heavily on anglers returning tags from tagged fish that they catch.
    Among the most important class of fish – adult females – annual exploitation surpassed 40 percent in six years since 1993, which is above the 35 percent threshold often suggested for maintaining sustainable walleye populations, according to DNR data.
    Reducing the bag limit to three should help reduce exploitation levels and help ensure that the system can continue to sustain a good walleye population despite the very heavy fishing pressure it receives on an annual basis, the agency said.
    With regard to our state fish, the DNR has proposed a longer season for muskellunge in the northern zone. If adopted, anglers would have an open season through Dec. 31, rather than current Nov. 30 closure.
    In another fisheries proposal, the agency is seeking to expand fishing opportunities for bass. State regulations now prohibit bass fishing from early March to early May.
    Under the proposal, Wisconsin would establish a statewide, continuous open season for bass fishing with harvest allowed only during the current traditional season. Put another way, anglers could target bass year-round, but would be required to release fish caught from late winter to opening day of the gamefish season in May.
    Several Mississippi River fisheries questions also seek to establish consistent regulations for Wisconsin and Minnesota. In one, the daily bag limit of panfish would be reduced from 25 to 15 per for yellow perch.
    Among proposed wildlife rules changes, the DNR has proposed to close pheasant hunting at noon at state properties that are stocked with the birds. Hunting is now stopped at 2 p.m. The change would allow DNR staff more time to stock pheasants.
    In addition, the agency has proposed a measure to allow trappers to keep raccoons caught in beaver sets during the closed season for raccoon.
    Copies of the DNR fisheries and wildlife rules changes as well as WCC advisory questions approved Wednesday by the NRB are available on the DNR's website.
    The final questionnaire, including a list of voting sites, will be prepared in the coming weeks and also posted at dnr.wi.gov.

    This just proves they don’t have a clue as to what they are doing. They currently prohibit catch and release from early March to May but it is ok for the ice fishermen to catch and kill them all winter. Does this make any sense at all? Should be catch and release from from December to May!

    Including the Mississippi! But that will never happen, especially with the tournaments.................

    Year round bass fishing with catch and release March to May was on the table last year . I heard there was alot of support for this than people against it.
    So why can't they change it? It is so dumb. It literally is the best time to catch a donkey and you can't fish.
    Is the DNR gonna change it this year or just talk about it. So stupid!!!

    I went and did the online option last night and it was very easy and took about 15 minutes...I recommend everyone go do this!

    It's the wonderful world of politics and the way our system is setup. From my understanding it has to start as a citizen resolution, then it moves to an advisory question (last year), next it becomes a proposed rule change (this year), next it will be written for legislative law and sent for sign off by the governor.
