Air in tilt and trim system

I just replaced the seals and O rings in the trim cylinders on my 2003 V Max 200 OX66. I can't seem to get all the air out of the system. If anyone has had experience with this please tell me what I need to do. I have tried bleeding it several times. Maybe I'm not doing it right?

I had this issue after seal replacement and found the caps were worn and wallowed oval and letting the shaft move and stretch the seals and suck air. I replace the whole piston/cap assy and it fixed it.
