    Define the term “brakes applied”

If it is a UFP actuator, you can put a screwdriver in the bottom and apply the brakes more easily. There is a hole in the bottom near the brake release tab where you can reach the plunger and easily apply the brakes with the screwdriver. The drawing below is labelled for bleeding brakes, but it is the same process.

I just replaced my actuator and yes whether bleeding or not if applied should not turn should stop and release once you let off of plunger etc !
