I am not familiar with the exact specification of Phoenix but most boat manufacturers recommend a ball height of 18" + or - 1.5"....so the top of the ball on your truck can be 16.5" to 19.5" high. You just have to figure out what size drop puts you in that (top) of ball height range.
top of my hitch ball is 21 off ground and boat towed good. the trailer says 18 but I always thought that was to bottom of the ball to ground???
