Yes - dealers can by a boat "Pre-Rigged" without a motor
you would need to discuss this with your dealers . . .

They are shipping motors that were already spoken for. They are filling their backlog.

I suspect since Yamaha owns Skeeter Boats they might have an incentive to give Skeeter dealers first crack at new engines at the start of each year model. Could explain the shortage of motors at the busiest time of the year for boat sales.
I’ve always loved the way Skeeter Boats looked on the water, sloping at the back much like a duck. No other boat looks quite as nice at rest.
