You might be able to but you would have to take the inner board off with it.

Not very easily. The bottom of the liner is riveted to th trailer frame. You have to drill out or grind off the rivets.

I just finished a trailer and boat resote of my 521vx tandem trailer and I believe its two nuts. One nut is under the one rubber step pad and the other is under the back rubber step pad. get on your back and look under the fender you will see a nut now the screw its on may have a slot in it so you can put a screwdrive in it while you take the nut off. ( the screwdriver will keep the screw from spinning while you turn the wrench. If no slot in the screw put your wrench on first then wrap a rag on the screw and put vice grips on it and get going. Repeat to the back one. Now you do have your lights and wires to think about. you may just have to cut them and re wire hope this helps out I did not have any other bolts or screws but there was a glob of silicone at the center point between the two fenders where there is an angled piece of flat iron to rest against the fender. Hope this helps out. Why do you have to take the fender off/

Sad thing is my top cap is starting to do the same
I have taken extra care of this boat since new.
It stays in a garage when not in use. Wiped after every use
and waxed about 3 times a year. Really makes me sick
every time I look at my boat and trailer. All gel coat cracks
