I compress the rig down, fold the baits back over the rig, then use a "Bait Wrap" to hold together. Rapala makes one that has a little hook that I put around the hook keeper on my rod. Really works well, and doesn't over bend the rig wires.

I cut the bottom off a 32oz Gatorade bottle with a razor. Slide that down your rod, and fit the baits inside. It makes it much easier to work around, both in the locker and on the deckt
    this cheapest and best

The toothbrush holders like you use for travelling work great. Especially the type that screw together. Dirt cheap too.

I'm trying to picture what kind of toothbrush holder you're talking about. The only kind I've ever had just had room for one toothbrush.
    Don't worry Ma'am....

I use something like this. They're ankle wader garters, I got them for trout fishing, I think at bass pro. They were cheap

Plastic ring from a water bottle cap. Slide it over the rod tip down the line and compress over the rig and hook it to the hook keeper. Saw this on you tube and it works great.
