The bendix under the plastic cover may need to be oiled.

Your starter is a gear reduction type, so the small gear that sits on top of the starter is inserted into the engine block cavity where the bendix lives, that is under the plastic flywheel cover. To access the throttle linkages, timing disk, optical eye (EET) and 1 million bolts have to be removed to access. There is a wave washer on the bendix and a brass bushing in the flywheel cover.

Battery fully charged? Is the gear on top of the starter? It will sometimes lose the retainer clip and spin off into the cavity.
