2009 Evinrude 25 hp Charging question

    2009 Evinrude 25 hp E25DPLSES Outboard Motor

I don’t think my motor is charging the battery. When I connect a voltmeter to the battery the static voltage is lower or almost the same as the voltage when the engine is running.
Should the the voltage not increase at the battery when the motor is operating?
All four leds are out when running. The motor runs great, but it seems to drain my battery. I have swapped battery’s from my big boat with same results. I’m assuming I have the 55 volts from stator coils since led one is not on while engine is running. Grounds look good no broken wires.

    Thanks

Voltage does increase when engine is operating. Replaced the battery charge module and all is fine now. Did ohm check the magneto coils too. Mine is now about 14.1 at idle with engine operating. Thankfully the charging on this model is not built into the emm.
