Our dispatch in Yuma wasn't a public access building so there wasn't a handicap parking space. One of our dispatchers filed a grievance to get a handicap spot right outside the door because she had emphysema and in the summer it was too hot out for her to walk across the lot (30 feet) to her car to smoke.

Keep in mind that just because you don't see a disability, doesn't mean it doesn't exist. My wife has Rheumatoid Arthritis and she is in pain many times but works through it. She doesn't have a HC placard yet but it may be in the not too distant future.

He may work slow through the pain or he may be a foreman that hauls the tools and such.

Easy to judge without knowing the full story.

I have one for my wife, however I've never used it for myself and never will. To look at my wife most people wouldn't know that she has a disability however she had a Glioblastoma tumor removed from her brain back in May plus has suffered 7 mini strokes. She isn't allowed to drive so I take her wherever she needs to go and use the parking voucher then. Many in my area abuse this law..................

Like others have said hard to know the whole story. Considering he was in construction it’s almost a guarantee he had back and knee issues. The ones that burn my ass are the people I see at the store that are a 100+ lbs overweight buying chit food with their link card and drive away in a brand new vehicle. I can’t stand that chit.
