Fulton F2 winch strap over or under

I have a new Fulton F2 trailer winch. Does it matter for function whether the strap loads under or over the drum?

You’ll have to crank the handle backwards if it goes underneath.
If you have integrity, nothing else matters. If you don't have integrity,
    nothing else matters.

If you're talking about the front roller, under seems to be the correct way. If you get on a boat ramp that you cannot get the bow over the roller, than move it up temporarily if that helps.

If you mean the "drum" of the winch, conventionally the strap at least on all of mine has gone over the winch drum. Clockwise crank handle wound it up. The "drum' turned counterclockwise viewed from the crank side. Since the ratchet can be switched I guess you could do it the other way.
