03 200 Pro XL Evinrude 200. 3.5 below PTP running 5600-5700 rpm 24 psi on the water pressure on getting 58-59 mph 1 guy half tank of gas. 8 inch jack plate 26 raker prop. Shouldn’t this boat run upper 60s with a 200?

Not like it is.
You’re throwing a big slip number, far from being hooked up.
99% of rakers need some help. And 26 is pretty stiff prop for that deuce to turn.
So short answer is you’re too high for that prop. Drop it down until you find lift and speed. If your rpms are too low get it worked to match what you need.

How low do you suggest going?
Boat setup 101: Take it too far and bring it back. Go down 1/4" at a time until you lose speed, then back to last click. You gotta know what too high and too low is to find just right.
Be sure and test with your regular fishing load, never light and dry, if you do, it'll fall on its face loaded.

I run a Stratos 195 ProXL with a 200 HO. I turn a 26 tempest to 6000 RPM. For your setup I would drop to a 24 Raker or see if you can try a 24-25 pitch Tempest. These props will lift the bow and get your RPM up a little. Adjust the PTP height as stated above and you should be good to go.

TIP: Most that are complaining of chine walk are trying to run to much trim for their ability and/or setup. In the learning stage set the trim so it barely starts walking and concentrate on driving it to avoid it even starting. As you develop better skills gradually increase trim higher. Don't chop the throttle when it starts just trim down and start over

No not walking at all. Has lift though.
