Why are there 2 platforms? I understand why on the port side for the ladder storage, but why on the starboard side as well? At first I thought maybe to choose which side the ladder goes on but there are no mounting holes.

It’s a place to store a tow rope if you are using the boat to tow tubers, skiers, etc.
You can move the ladder if you want, just need to make new holes, and get additional bolts.
It is also there for access to inside the hull, there is a small round black circle w/ screws that can be removed, then you can get inside the hull to pull wires for transducers, etc. I suppose they didn't want that access plug being visible, so they covered it.
