Can you bypass the oil injection system on a 1994 mercury 40hp 4cyl by returning the outlet hose of the pump back to the plastic reservoir oil tank.? (drill hole in plastic tank ,stick hose thru and seal hole..).

Theoretical answer: Quite possibly. You could also simply loop from outlet back to inlet, with a full hose.
However, just because you could (theoretically) do something does not necessarily mean it would be a good thing to do.
