A picture and some more info.
I'm not sure what we are dealing with.

When I put my Fulton F2 on it had 2 spots where the head of the bolt would fall into a hexagonal drop inside the winch body, as long as I held the top of the bolt down that space kept the head of the bolt in place and tight. I used a screwdriver to put some downward pressure on the top of the bolt while I tightened the 2 nuts w lock washers.

    Hope this helps.

If yours just has the slot, hold the top of the mounting bolt with a wrench and use a socket on the nut and lockwasher.

You're going to love that F2. The low gear is awesome.
