I got a sheet of felt from hobby lobby, cut out and stuck on the edge on the two trays at the step up....works great.....

I have not seen this done on a Phoenix but it should work...the tray itself has a small lip. That lip sits on the lip of the fiberglass opening to the bilge. Position the tray where you want it. Take a small drill bit and drill through the tray and the fiberglass lip. Then push a nail down into the hole. A roofing nail or a nail with a big head is best so you can easily grab it when you need to remove it. My neighbor done this to his TR196 to keep his trays in place.
I put some weather stripping under the lips. Its thick enough to stop the edges from rubbing the glass real bas also
I changed mine to Smi aluminum with ratchet straps
Bass Cat store” sells the aluminum trays for diff size batts !...

I secured mine using the clear velcro material you get from craft store, keeps them from sliding and easy to remove
I used the felt side of Velcro on my trays. Works perfect.

I used cabinet door pads (little round pads with adhesive on one side and felt on the other) and they have worked well.
I did the same as GEV and it works great.
