Peg board. I have a complete tackle shop in my garage. I use a visual check on what I am low of. It also is a good way to keep excess clutter to a minimum in the boat.
I'd have to keep two sets of books.

I try to make sure I’m low on some kind of bait every outing. If I go out with only one of some bait, I’ll catch the hell out of them on that bait for 20 minutes until it breaks off!!! Then back at the dock I can declare I would have done better, but I lost my only . . .
I used to use an app Fatsack for my inventory, problem is you have to keep it up to date after fishing.
Going to a peg board soon as it would be much easier.

So is having to keep inventory a sign of having too much or not enough? In my head, it’s a sign that you don’t have enough laying around.
I keep a list in the "notes" section of my phone when I start to get low (0 or 1 left on the pegboard) on a bait. When the list gets big enough or I need something immediately, I'll just order everything off that list.

Plastics are easy, just replace bags as I empty them. Hard baits are by memory.
I have an RFID system in place, as inventory comes in it records, as inventory goes out it records. It tracks each bag and a quantity in reserve. The management system also reacts to inputs for each body of water, inventory needed.
Just kidding, I have boxes of ADHD, purchases oooh look that's cool baits.
I hire an outside service to come in once a year and count everything just like Walmart.
When I can’t find a certain bait I will go out and restock and later on I will find I already had 10 and this process continues on.
I make mental note when I am about to run out of something I use. That's about it. Now if I could just convince myself to discard what I don't use, I could easily have room to double my stock on what I do use.
The trick is keep more than you need in stock. So in 30 yrs yup can look at all the stupid stuff you thought was the hot bait.
If I see an open spot on the shelf, I find something to fill it.
For the amount of fish I catch I have waay too much bait.
No need for a inventory, I’m not fishing for a living.

I get anxious when I get low on my latest greatest and then restock till I think I have enough. Fits in with my need to have enough tackle to survive my retirement years which are not that far off. I will not need to buy much of anything for a long time except for one or two plastics that I burn through.
I can't even keep an inventory up to date on rods and reels.
Spreadsheets for insurance reasons.
