Looking for help getting 24v to doorbell

Purchased a doorbell camera that requires 16-24v at the doorbell so I bought a 24v transformer but only getting 10.3v at each doorbell hookup in the chime itself. If I check with a volt meter with one screw from each I get 24v. Is there a way to get 24v at one doorbell? I'll attach a photo of the setup.

Shunt the wires at the door (wire them together) with them disconnected at the transformer. Ohm the circuit out. Connect one wire to the transformer take the volt meter and check from the the terminal your not connected to and the other wire. If you have the correct voltage, it's the switch, if you don't have the voltage it's the wire.
