New powerhead fuel burn compared to other motors

I have an offshore boat with trip 250 XS's 0T819123 0T819125 0T819117. I replaced the starboard powerhead this season with a Mercury factory reman. At a 4100 rpm cruise the new powerhead burns approx 2 GPH less than the other 2. Normal?? Thanx

Certainly not impossible, depending on the part number utilized (later style block porting is different and quite likely more efficient in the midrange).
