    Could it be blown power head?

    I have a 2013 Evinrude v4 115hp.
    It was running fine until I took it out of storage and it won't go over 5000 rpms. Soooo, I changed plugs figureing that may be a problem, went run it today and still would not get over 5000 grand.
    Before I changed the plugs every now and then it would reach 6 grand and gain speed like it should but only happened 3 times. Once I came off the throttle and got back in it. It wouldn't do it again.
    Could this be a blow power head?

    More likely a stuck exhaust tuning valve,

    Is this an easy fix? Or would you recommend taking it to the shop?

    It would be best to have an authorized Evinrude shop look at your motor. They are familiar with the exhaust tuning system and have the laptop and software to actuate the valve when the motor is not running at high speed. There may be some upgrades or service bulletins that apply to your motor that the dealer can check for you.
