mine don't have that bolt it's pressed into the bracket that holds the wheel but not sure what holds it in the tube? here are a couple pics Attachment 339225 Attachment 339226
got it cleaned up a bit and took the tube off the trailer could see the key way that held it in place and lined up the Teflon piece and used a 2 lb sledge to drive it back home. Then drilled a hole into the tube and put a screw in for security reason should be good to go
