Sounds about right..got a 25 tempest on my 90 PII. Have a 200 efi Merc..runs 67.5 fully loaded with 2 guys and about 30+ gallons of fuel..
I found a 23 M that a guy said was tuned to a 24p. Runs 68.0 with light load. 5900.

Run it with a fishing load, then you'll know if it's a winner.

I ran it with what I normal have in my boat witch is a fairly light load other than being bu myself. Right now it is set at 3" P to P but I think I m going to drop it back down to 3.25 and try it again.
