Not a Dobyns guy but have used both 3 and 4 power Powell rods. I've used the 3 with 12lb line for up to 1/2oz and the 4 with 15lb line for 3/4oz.

I have fished the biffle head up to the 11/16 oz on the hp 744 and absolutely love it. For me, fishing the biffle head is great for probing structure and figuring out what kind of bottom you are fishing. The hp 744 has the sensitivity for this.

Personally i'd go with a 5 power dobyns as well, but the 744 would still be a good stick. I also like a 7'6 for this technique.

What 7’6” dobyns rod? I have a 763c that might work well. Stiffer than the 3 power listed

Use the same rod you would fish a 3/8 or 1/2 oz football jig with.

I love my dx744 jig special for football jigs in the 3/8-5/8 range, can handle a 3/4 if the trailer isn't too big as well. Awesome rod. I haven't spent too much time bifflin' but I think it would be similar.
