    Jackplate bolt question

So I proudly own a 2010 294XLE with a 2015 200 Pro XS. While straightening my Slidemaster which had slipped on one side, my son and I noticed that even though the bolts and nuts that connect my motor to my jackplate are tight to each other, we could turn the nut and bolt as one when we put a wrench to the nut. Should there be a lock washer on each one to prevent this or is this normal?

I set mine up as follows: Bolt, flat washer, jack plate, motor, flat washer nyloc nut torqued to 90 foot pounds (55 foot pounds plate to transom). That being said, I have to hold the bolt with a wrench when torquing to 90 lbs or else the bolt and nut will turn together. I double check the torque on all mounting bolts periodically and have never had any loosen up. Don't over tighten though, as Stainless Steel galls easily, and I've seen a few bolts galled from being over tightened. A clicker style torque wrench is not expensive if you don't have one, and really the way to go.

Ok. That's the way mine are set up.
