Hole Shoot Problem Z21

I recently bought a used 2005 Z21 with a Mercury 250 Pro XS with a 26 pitch prop on it. The problem is when you floor it it bogs down. Then when it starts to plane its like the prop looses grip and engine starts racing. Once up on plane its fine. I've tried a few techniques with the jack plate and the tilt and its smoother, but same problem if I give it to much throttle. Any suggestions?

What model prop do you have, Fury, Tempest etc.?

Look at the prop, what plugs are in it (you should have 3 holes, how many are plugged and what size plug) is it a tempest prop?

The prop is a Solas Scorpion, no plugs in the prop. If you guys think its the prop...what do you suggest Fury, Tempest, etc and what pitch? It runs 5500 rpm @ 67 mph.

25 Fury 3-blade, all holes open. Or 24 Fury 4-blade.
