What weight / size boat would you consider the tipping point for a 36 volt being over kill and added expense, added weight, vs really enjoy the extra power... I dont fish strong currents and if wind is howling I am staying home.

The boat is only part of the equation. Wind, current and fishing style all weigh in on the choice. Plenty of 20ft boats running 24V motors.
If you have integrity, nothing else matters. If you don't have integrity,
nothing else matters.
boat size is not the threshold. will three batteries fit, is the wiring correct, and is it something needed due to fishing style

+20ft = Normal
18ft = lot of weight but possible for heavy winds/current/extra long duration
16ft = Turns from practical to fun. It's now a toy.
-12ft = Tim Taylor
18-19,, staying home in high wind
From what you described , it would always be overkill.
