    There use (HDPE, Polypropelene, etc.balls) is not uncommon in the refining an chemical industries to reduce emissions.

    We use them in the oilfield. We call them bird balls. They are use to keep birds from landing in ponds.

    This article doesn't address where the water used to make the balls comes from. While it does take more water to make them than it saves, it can take water from a place that has extra water to save water from CA. The conclusion of the article itself isn't against the use of these balls, just that total life cycle impacts should be considered before using them.

    I would find which politician/activist/scientist has stock or investments that are attached to the company which makes the balls. Then you will begin to see the reasoning.
