It is because the coloring agent is carbon black which is safe in drinking water, deters bacteria growth, is UV stable, and is completely opaque in its 5mm thick spherical form. White, while it would reflect the radiation better, is just difficult to achieve the same properties.
Interesting. I knew I'd find a serious answer here somewhere.

I guess it is beyond the realm of possibility for them to build a couple more reservoirs.

What about building something like missle silos ?? Always wondered about that .. big under ground structures that they could let fill during times of heavy rain and flooding .. and then it also should not evaporate as quick or be easier to recapture evaporation ??

Deep well reservoirs. Scott Martin has been preaching this forever for north of the Big O but no one listens.

Saw this on the science channel a few years ago. Looks like reservoirs with these balls are full of oil when viewing on google earth. I would of thought a long term solution like a water pipeline from areas with better year average rainfall/snow melt would of been money better spent. A pipeline would of provided some good jobs to build it too.

We have a natural gas pipeline going in here in Ohio. Yes it provides many jobs, if you're from Utah, or some other state. Rumors started, when that happens it's already a done deal, along with eminent domain! Land owners don't have a clue until they are served with a warrant of? You guessed it!Eminent Domain!BTW,we don't get any of it.Just like the Alaska Pipeline, all goes to Japan.
