This sounds like a very expensive way to save money.
The way I look at it--It is your boat do what ever you want to it as long as it has no effect on anyone else but you!!
I called the Coast Guard several years ago asking about this. My 20' Shadow is rated for a 235 as I think that was the biggest V6 made in 1991. Coast Guard agent had me take some measurments length, width, etc. and call back. I did and according to their formula my boat should be rated for 219 horsepower. Since Shadow is long out of business I will have to keep running 225's to stay legal. I understand your frustration as it's hard to find used motors in the lower HP range. When I was shopping there were probably 10 250's for every 225 listed.
My son has a 20ft triton--the stupid thing has a rating of 245HP ---wth is that , no such thing . So he has run 225 not 250.. Crazy

There is another option Many times you can find companies that do rebuilt engines. Most of them specialize in some of the older motors. Check out companies like Outboard Exchange and East Coast Outboard.
Consider this too, California is racing to make 2 strokes illegal to run on many of their waters. That should increase the number of good used older outboards available to purchase.
There was a post in the BCB forum recently re and older BC with a 280 rating I think it was, or maybe 285, same deal though engine didn't exist. BCB explained it was due to 300HP motors of the time not really being suitable for bass hulls, so they rated slightly less to keep folks from trying to run them. Maybe something similar with the Triton, if it's an older hull?
it is a 1998 ---absolutely slick as a pin---he new the boat and had been sitting in storage 5 years---had 225 EFI Merc ---he got an steal on the boat ! been nightmare with the motor. No problem cause he knew that might happen. is in the process of repowering with a new 225 SHO . He got a GREAT deal on the new SHO. I kid you not the boat looks like 2--3 year old boat. Found talons for about 1/2 price from another friend and kept his 2 HDS 9's from old boat. He is sitting in this rig for about 1/3 of price of new rig. Oh ya put almost brand new 36v fortrex from another buddy who switched to ultrex.
