2009 21i electrical noise

I have this boat w/ 126 hrs.
I have noticed recently when I plug the boat up for charging, that I hear a sound like to wires (positive/negative) touching.
almost like a popping or arcing against each other.
I have looked and tried to listen in all areas of the bilge and it is on the starboard side where the brain box is.
everything works and it stops making the noise after it has been plugged up.

any ideas?

There should be 4 screws holding that panel down, remove them, lift the panel and plg charger. That will give you a vantage point to look and listen what's going on. Good luck
